Es ist Teil der Sonderinitiative des Bundesministeriums für wirtschaftliche Zusammenarbeit und Entwicklung "Eine Welt Ohne Hunger". Zudem beleuchtet die Anfrage Interessenkonflikte bei der Zusammenarbeit von der Deutschen Gesellschaft für Internationale Zusammenarbeit (GIZ) mit ARET, einem Tabakforschungs- und Ausbildungsinstitut.
